He is the Chief Executive Officer of all police services to a city of 26,000 people, and provides oversight to 79 full-time employees, including 53 sworn personnel, and 26 civilians.

Chief Mann has 36 years of Oklahoma Law Enforcement experience.  He retired from the Oklahoma City Police Department in 2009 with the rank of Major.
