Administrative Services Manager
C. Carman has been in Law Enforcement since 1995 and has enjoyed
many aspects of law enforcement as he has served as a Police
Officer, Narcotics Investigator, Detective, Probation and Parole
Officer, and later served in Iraq as an International Police
Liaison Officer (IPLO) and International Police Officer (IPA)
where he was a Team Leader for a station’s team in Mosul, Iraq
and the Camp Team Leader in Irbil - Kurdistan, Iraq.
Carman
obtained a Bachelor’s in Arts Degree with a major and minor in
Criminal Justice at Southwestern Oklahoma State University.
Later, Carman attended University of Phoenix to obtain a Master
of Science Degree in Security and Justice Administration while
working in Iraq training, mentoring, and advising Iraqi police
officers and leadership. Also while working in Iraq, Carman
attended courses and obtained an International Instructor
certification (ICITAP) through the Department of Justice.
Carman is also a certified Oklahoma CLEET (Council on Law
Enforcement Education and Training) Instructor. Carman is
currently working on his Doctorate of Management in
Organizational Leadership with a Specialization in Information
Systems and Technology.
C. Carman
provides oversight for Training, Records Department, Property
Department, Field Training Officer Program, and the Reserve
Officer Program. Carman also manages the intake and paperwork
for the recruitment and new officers testing and processing. C.
Carman is an active member of the National Crime Prevention
Association (NCPA). Carman embraces a progressive approach to
law enforcement that ties in to the Community Oriented Policing
(COP) and Problem Oriented Policing (POP) styles that focus on
prevention rather than reactive policing.
